REFEREE EDUCATION & DEVELOPMENT

At Capital Football, we are committed to providing opportunities, courses, and ongoing support to help individuals develop their referee knowledge, confidence, and on-field experience. Our referee education and development pathway is designed to guide officials through every stage of their journey, from beginner Level 1 entry through to advanced Level 4 refereeing.


Each stage builds on the last, combining practical match experience with structured learning, mentoring, and assessment to ensure referees continue to grow and reach their full potential within the game.

LEVEL 1

Referees and Assistant Referees

Pre-requisites

  • 14+ years

Process 


LEVEL 2

Referees and Assistant Referees

Pre-requisites

  • Level 1 Referee
  • Minimum 10 Games

Process

LEVEL 3

Referees and Assistant Referees

Pre-requisites

  • At least 12 Months with Level 2 Accreditaion 
  • 10x Senior games at Level 2 Referee
  • 10x Senior games at Level 2 Assistant Referee ​​​​​​​

Process

LEVEL 4

Referees 

Pre-requisites

  • At least 2 season as Level 3 Referee
  • 30x Senior games as a Referee

Process

  • 2x Laws of the Game - 20 Questions (Pass = 80%)
  • 2x Competency Match Assessment (on a Mens Central League 2 level game, one in your home region, and one out of region)
  • Fitness test - FIFA CAT. 3

LEVEL 4

Referees

  • At least 2 season as Level 3 Referee
  • 30x Senior games as a Referee

Process

  • 2x Laws of the Game - 20 Questions (Pass = 80%)
